Is the champion spawn rate on reaper nerf intended?

Little update based on personal opinion and ingame experience
Its very weird, this is just a theory from yesterday observations but it seems that monsters that are inside the quest /prespawned/ cant turn into champs, and those that are triggerd by some mechanics to spawn while xxx happens can indeed be champs.
Guildie did full ghold heroic saga on r3 yesterday and reported 1 champion only. I did that myself today and only champ i got was at cry where a split jarilith turned into a stone guard champion.
I did level 10-12 content and noticed that sometimes i get and sometimes i dont, i went with the "spawn when xx triggers" as that seemed very possible.
Just a theory, could be entirely false and probably is

Leveld to 20, trd, and was paying attention to behavior of enemies.
Assumption seems to be mostly correct with the prespawn theory.
So far only enemies that spawn after some mechanics is triggerd have a chance to spawn as champions.
/example killing a ooze triggers its split mechanic and the split oozes can be champions, glass spiders that lay eggs can turn their offsprings into champions, undead that spawn from coffins or are "raised" when xx happens. Etc etc
