Please be it a yes. This game really needs something for vets to look forward.
From what we've heard Reaper isn't even close to ready yet and people were supposedly completing 10 skulls pretty easily on Lamannia.
Sorry but U35 would be a more reasonable target {although perhaps the Devs could release it in stages with 1-3 Skulls becoming available in U34 so they can better decide what 10 Skulls needs to look like.}.
I think Reaper mode has the potential to add staying power to the game...therefore, they need to take their time and get it right.
I actually doubt I will spend much time playing reaper mode...I'm just not that good a player.

Well the writings on the wall

And have you noticed the quest difficulty selection?
Yep, an empty space to the right
For reaper
Ya, if they can rush monk in a week,
They should be able to get reaper done in a couple months

We don't want to formally commit to an update until it's ready, but it is definitely possible that Reaper difficulty will be in U34.
Have fun, and don't forget to gather for buffs!

-My main is Jobus on Khyber but I do play my alts regularly -
There is so much disparity in the game that it would be impossible to make a difficulty that challenged top tier builds without being absolutely impossible for the vast majority of players. If they truly want to challenge the most powerful build in the game then they should be honest and name the difficulty setting after the person with that build.
This is difficulty Joe. We spent months developing it just for him so that he would stop crying the forums. If you aren't Joe, don't even bother. Seriously, you are mathematically eliminated before you step foot in the door.
If you can see how ridiculous it would be to create a difficulty setting solely for Joe, you need merely scale back the idea bit by bit to understand how ridiculous the idea is in general. Scale it back to allow the top 10 builds to be able to complete it, and Joe will be crying about it being too easy again, but it's still mathematically impossible to 99.999% of the player base. Scale it back to the top 100 builds and those top 10 builds will be crying about it being too easy, yet 99.99% of the player base are still mathematically excluded. Scale it back to the top 1000 builds and you'll have rampant crying on the forums again about how easy the game is, yet 99.9% of the player base is still mathematically excluded.
Balancing the challenge of reaper difficulty is an impossible task without first fixing the rampant build disparity in the game. DDO doesn't suffer from power creep, it suffers from power leap. Certain builds aren't able to just edge out other builds in terms of DPS, or damage avoidance, or damage mitigation, or damage restoration, they are able to eclipse other builds in terms of DPS, AND damage avoidance, AND damage mitigation, AND damage restoration. Winning a fight in an RPG isn't just about doing more damage than the other guy, it's about draining their red bar before they can drain yours. When you can avoid a great many of their attacks, seriously mitigate the damage of attacks they do land, quickly and efficiently restore that damage, AND rain down damage on them like anvils falling from the sky then it's not simply a matter of power creep, it's an entirely different game with an entirely different set of rules.

im a vet and i dont look forward to it. so dont put words in my mouth. last thing we need is another elitist grind . there is plenty to do in game right now. it takes forever to get enough heroic comms because of short sightedness (drops in only 2 raids? thats lame ). takes forever to complete thunder forged items. every few months we get a new grind and progress on the last one stops, it might work for the cheaters or the people who dump cash into the game; but i play everyday for several hours and still have a lot of unfinished gear. im more interested in BUG fixes that have been around longer than 6 months. slaver gear is great but i need so many mats that its depressing and makes me not even care to run it.
