My toon is now lvl18 but no small collection bag and no small gem bag.

Started from the veteran status lvl7 i always forgot to get the usual free small bags for the collectable items and gems in Harbor.

Now at lvl 18 i need them, but when i went to harbor to claim my free bags i found a sad surprise: the two npc who usually gives you those bags
won't do it at all.

It is strange to me...
maybe i wrong something ? or it could be a bug ?

Which NPC's are you talking too? They did change it when they reorganized the harbor a few updates ago.

Should be Baudry Cartamon for the collectibles and Fitzpat_the_Fence for gems.

You can buy medium bags (any type) for plat from vendors. Fair warning that mediums are exclusive.

I remember Small bags as being exclusive. Medium + you can have as many as you want.

They renamed the sizes a couple years ago. The ones that fit 30 different items are the ones that were/are exclusive. Nowadays they're called mediums. No other sizes are exclusive.

My real suspect is:

it could be possible that starting with veteran status 2 (starting from lvl7 instead of lvl1) automatically remove the possibility to get those starting bags ?

Requirements for free red/blue bags:
1) You cannot have any other red/blue bags in your inventory, no matter what size.
2) You cannot have completed the quests that those 2 npcs grant. Free bags are given out along with the quest bestowal, but only if you have never completed them before.

For the record, I think I'm wrong about the names. IIRC, they used to be called mediums (and the free ones Small) but now the exclusive ones are called small and the free ones are called tiny. Possibly just for one type (red or green) while the other type still calls them medium.

It's all a confusing mess, actually; the only consistent thing is that the bags that hold 30 different types are the ones vendors sell for plat, and they're exclusive.

Can't tell if you went back and got them or not, but you can abandon the quests from those NPCs and as long as you have still never completed them, then you will get the bags when you re-take the quest. You might even be able to do this infinitely (running back and forth from the bank to get the bags out of your inventory between abandoning/re-taking), I've never bothered to find out.
