As it stands they're fairly useless except for subpar skills...tumble/concentration maybe. I don't know, I've never used them. Make them stackable skill bonuses +1/2/3/4/5/6 and maybe people would start buying/using them more.

I would buy multiple concentration diamonds from the store if they were sold in the store. I mean just the regular ones in the game right now. They aren't in the store, and there's no other way I can see to acquire them. No in-game vendors sell them that I'm aware of, I've never pulled one, and I've never seen one in either auction house.
Spellcraft diamonds are pretty handy and provide far more bang for the buck than Int boosts. At best it's a marginal increase, but a gain is a gain afterall.

I like to have jump too on Cleric and PM for Mod.
I think super rare 20 augments from EE raids would be nice. IF duping is taken care of.
