If you TR at lvl 28 will you get both epic past life and heroic past life feats? Or do I need to epic reincarnate and then immediately TR from there to get both?

If you epic reincarnate you would end up with an epic past life in whatever destiny sphere you chose. Then you would get a wizard past life when you TR'd

Nope, no wizard past life feat for epic reincarnation.

Epic reincarnation leaves you at level 20, with an epic past life feat. (Arcane, Divine, Martial or Primal.)

When you're done with your epic reincarnation and staring at your level 20 alt, if you then want to heroic TR you can get a heroic heart and go back to level 1 to get your wizard past life.

Epic TR just takes you from 28 to 20. You get to pick an Epic PL ability based on ED Spheres that meet the 6 million Karma

At this point you will be a Level 20 Character with an Epic PL Feat. That character will have the same Class levels as you previously had, but you will have to go through a Lesser Reincarnation to level it back up to 20.

Once done, you can now Heroic TR This will take you from 20 to either level 1 (standard character chosen) or level 15 (Iconic character chosen)

You will have access to the Epic PL Feat gained during the Epic TR and also the Heroic PL feat(s) available based on your Heroic class (usually the one with the most levels, a order set by Turbine in case of ties)

It also does not reset first time bonuses.
