I don't even have that many alts and just running some "wish list" scenarios for +6 tomes, I'm going to be running Mabar a lot. Somehow I suspect I won't be alone in this.

But will the 20 and below Dragons actually be completable? I know that most years low levels have just gotten booted out when trying to do the raid with a message about how there were not enough people in the instance.

It's a limitation on the tome, not the signets. Each character can only trade for one +5 tome and one +6 tome.

Oh, gotcha. Well, I'm still looking at 2 tomes per character, but yeah, way less than if I could do a brand new +6 on every character every day. heh.
