Having not used Throwing Weapons since the EDs [and Spelltouched, etc] came out, I can't attest to if they're balanced properly to other ranged weapons or not- though certainly, the common consensus seems to still be the latter.
So take this not as a suggestion that it SHOULD be changed, but rather, that if it IS changed, this is a possible way to do it:
Allow throwing weapons to be dual-wielded if desired, by having Two-Weapon Fighting penalties [and feats/bonuses] apply to such use.
Points:
*Essentially incorperates double toss/etc abilities from PnP into the game
*Expands Ranger abilities to include throwing weapons [since, at the moment, only the capstone has any benefit to throwing, which is odd given that the rest of the class offers -nothing- for it] as a possible path, without requiring any major changes to the class. Could make for interesting utilization of the Tempest path's TWF bonuses, as well.
*Gives throwing weapons a unique play style
Additional:
*Have Shuriken Expertise still only apply to the primary weapon [eg, essentially being doublestrike for shurikens], so as to make non-Shurikens not totally overwhelmed by them.
*Have THF apply some sort of bonus to single-wielding throwing weapons, to make for a comparable playstyle.
