You can find paralyzing, but it cannot be crafted.
Many nice bonus effects cannot be crafted:
Vorpal, Paralyzing, Smiting, Banishing, Disruption.

Paralyzing starts at ML 12, and is a lovely weapon even at Tier 1: +3 khopesh, icy burst, paralyzing, crushing wave, fire resistance.
