Even at level 394 I have 0 chance. Safe to assume I must be 400 before I am able.

Aren't they level 425? If so, you'd need to be 395 to attempt.

Thank you for reply. I did hit 400 and can now make stuff for others. Funny I was one level away drained of everything.
