Not a big priority, only affects what, half the players?

Technically affects all players. The cooldown is on ALL abilities, even spells. The thing is that if you aren't using quicken and your spells don't have quick animations you will barelly notice, that's true. But those of us spellcasters who do use quicken notice this. It sure made my druid slower.
I also don't get why this isn't highest priority. My friend has a monk who was made pretty much useless by the cooldown and he doesn't want to play ddo until they fix it. Not only does this take away ddo's money (I wanted to upgrade the expansions but the latest screw-ups made me reconsider), but it also made several players simply stop playing.
I love this game but they sometimes make it a bit difficult to do so...
I have a friend in the same boat.
There are several attacks (in many classes) that require specific timing to get them to work properly.
How SSG can nerf something so critical to gameplay and not fix it ASAP is beyond my ability to comprehend.

This level of incompetence is embarrassing.
So there's not enough un-intended lag in the game, let's introduce more! Why not put a 1.5 second cooldown on everything?
Take a step, wait 1.5 seconds to take the next.
Move the camera position a pixel or two, wait 1.5 seconds to move again.
What else can we add a cooldown to?
This really needs to be hotfixed now.

I've been running a Caster and hadn't really noticed how bad this is until I got into my new artificer again.

I think more people from up top need to be involved. Like Producer, or who ever is over the devs.. Clearly they have to be seeing the state of the game, and how disgruntled players are with it.. the imbue system, not enough bank space, lag, chat bug is still around, stuck on load screens, its a never ending list that just gets longer with new changes we arent asking for. What game am I playing anymore? I play daily and I still cant keep up with all the changes going on. I really dont care for having to figure out all over how to build a character I been playing forever because of unwanted changes. I spent so much time tweaking everything the way I like it, and now I have to figure it out all over again. Sp now i have to weigh this.. do I want to spend time redoing everything in DDO, or spend that time just learning to play a newer up to date smooth playing game. If it wasnt for my love for Dungeons and Dragons in general I wouldnt still be around.
Hidden Path was supposed to be making a AAA Dungeons and Dragons game that they announced last year, but no word from them since other than them looking for software engineers etc..

I'm running all my quests this life on R3 as a SWF Swashbuckler and this "feature" is killing me. Literally. Since I cannot move smoothly through my attack progression I have been killed by reapers 18 times since the U57 change. This slows down my progress and erodes my enjoyment of grinding out my Racial TRs. So, I purchased an XP pot from the DDO Store to compensate for having to rerun stuff by getting more out of what I am able to complete. And then I understood the reason for the lackluster response to getting this change rolled back ASAP. $$$. Now while I understand that my purchase of a 750 DDO point XP pot is a gaseous emission in the SSG maelstrom, it put me onto the one way that I could make a change that would quiet some of my internal deliberations like "why do you continue to support this individual you are in an obvious dysfunctional relationship with?"
My yearly VIP renewal is coming up at the end of this year. I will need to purchase Aasimar once I get there; just finishing Shifter as I progress in reverse alphabetical order. I'll keep an eye out for it going on sale. But otherwise all of the races from Human to Dragonbro are FTP.
For the first time in over a decade I am considering letting my VIP lapse. I have already started to migrate the required items to the toons I will have access to when I don't renew.
I have really been thinking about why this particular fustercluck has effected me so much. I, along with many of this community that have been here for at least a decade, have been though ALOT. Crazy-making-mind-numbing-keyboard-snapping "features". This? This little 1.5 second delay? This "feature"? This may be my last straw.
Its the response or lack of I've decided that is really driving my ire. Weeks to reverse something that the Devs have determined needs to be changed? Unacceptable.

Honestly their response or lack thereof is really bad and telling. They have zero good will left imo. That's why I hope people vote with their wallets and maybe we can right this ship before it sinks.

I think a round in the D&D computer game "Neverwinter NIghts 1 & 2", NOTE, not Neverwinter Online
is 6 seconds... which is equivalent to 3 furries of 2 seconds each, so 3 attacks? Which can also accommodate a spell and a quicken spell cast at the same time, plus a movement.

maybe they are doing that. I guess everyone has to be playing attack once... think for 1.5s to realize that.
On a pretty fast computer, this 1.5s pause is more noticible. On a laptop that is 5 years old? Probably not; especially playing over WiFI instead of wired.

I think devs are so scared of having their feelings hurt that they're staying 50' away from players unless they absolutely have to. I don't know if the delay problem was so huge that it took 3 weeks to fix, or that they just didn't want to push a patch/hotfix for only one thing (even though they've done tiny ones before). The problem is we have no idea. If it was something they needed time to figure out, ok, tell us that! Some people will still be upset, but I'm sure plenty (at least me) would be mollified.
It's the players having no idea what's wrong or what they're doing to fix it that's just horrible business practice. Still no idea what's going on with orien transfers other than weeks ago getting a ~"Yeah you might want to transfer to a different server in the meantime for when we get it fixed."

If they were forced to fix broken things before a new update, we'd still be awaiting U38. We still have filigree that randomly work.
Many players stopped spending money, and I expect DDO lost some serious Turkey-day bank over everyone that's taking a break.
