I know the rat is not always served fresh. We're working on that.
We presume once Harbormaster Zin gets those wrecked ships out of the harbor we'll see more ships call port in the Harbor loaded with rat.

Because we didn't invite them to the anniversary party! There were lots of (dead) dragons there, and kobolds know they're dragons, so why weren't they invited?
