Take tier 1, you won't miss those two points

This. Even as a caster WF who will be repairing yourself 95% of the time, there are times when your are OOM before the next shrine, you are incapped and someone needs to throw you a heal, and that one rank of Healers friend makes healers not want to scream and curse at you.
As someone who plays a healer, I'd reccommend you take it. Is it necessary? not if your as good a player as you hope you are.

It certainly doesnt hurt to have it. IMo when you're standing in the mass heals in ADQ epic you'll be happy for that extra healing. Ofc probably not that usefull in most other quests.
When on my Fvs i tend to ignore WF casters red bar but thats mostly cause i'm a terrible healer and gives me more chance to focus on the ones who need more attention.
I considered skipping it on my pale master. Then I went to reset my enhancements, and noticed I can't unlock the next tier of enhancements (the ones that needed I think 10 points invested) without taking something completely worthless instead, so I just took it.
Levels 1-11, definitely take tier 1. You don't have overly efficient self-healing yet.
Levels 12-19 you can easily get by without it. Reconstruct will be your main source of healing, plus the odd cure when you are incapped (and those are fine at 50%).
Level 20, pick it up again, almost solely for epic DQ2.

Totally useless on a wf caster, you'd better spend those 2 points on something else..for low lvls just buy repair wands and potions..

I would ask this: will you ever be knocked down, stunned, Touched Idyllically, or otherwise prevented from repairing yourself? Ever?
If so, get a rank of Healer's Friend.
Take one rank; after that its not worth the investment vs return. There are times when you will want/need some healer-love, and if you dont have any amp at all, it will make them cry. Also get some amp-gear you can work into your set-up whenever needed. I run healers friend one on all my WF and dont ever miss the AP.
I don't have it on my WF arcane, but I also try to make sure to not rely on divine healers. Reconstruct is your friend, but so is carrying a big pile of Reconstruct scrolls (saving you sp).
There will be times when you are knocked down, incap'ed etc. but in those situations i don't think 15% healing amp is going to make much difference. You either receive the heal in time and then cast reconstruct as soon you can or you die before it gets to you. There will be seldom few instances where an extra 15% more healing is going to mean life or death.
The vast majority of the time it will make no difference and isn't worth spending 2 ap on imo. I do like to have it while levelling though, but at cap i don't think it's needed.

Invest 1 AP in 'wand and scroll mastery' instead of 2 in HF and you'll be better off 1-11 by wand healing/pot chugging.
As for EDQ2:
Cleric (assumption that they have Empower Healing)
Heal hits for ~500 = ~250 health back. [FvS without Empower Healing might only get you for ~150-200]. Tag that on to a Quickened Reconstruct and there's no issue.
I've never seen anyone die (or died) in EDQ2 because of a lack of HF1.
2 AP is a pretty cheap price for more survivability. Take the darn healer's friend :P

if you are incapped , you'll auto regen in most cases anyway and you should have a stack of repair scrolls appropriate to your level for a quick heal up even if you are out of spell points.
Also at low levels, you regen spells point up to 10 so, you should be able to at least click off repair light over and over again, even if it'll take a while.
