    Level 8: The Faithful Departed
    Level 9: The Shadow Crypt
    Level 10: Plane of Night
    Level 11: Dreams of Insanity
    Level 12: Invaders!
    Level 13: Siegebreaker

The collaborator at level 1? I don't agree with that one. IMO cannith is at least harder, and probably stopping the sahuagin too (because of the icy thingies at the end)

Id have to vote for Irestone.

Doing it at level 4, on elite, is tough, even today. Back before TRing, it was nigh impossible. 2 Shrines, and Backstabbing/Spellcasting Hobgoblins, A bunch of Ogres (and Ogres hit hard at level, too!)

Id also have to second Swiped Signet. I HATE that quest.

    Level 6: Chronoscope.
    Level 8: Stormcleave
    Level 9: Von 3
    Level 10: VoN or TS
Level 13: Cabal, just for the traps
Level 14: Tough one.. youve got Tor, Reaver, PoP, Madstone, Fleshmaker's.. I'd go with Reaver (if were talking about running a level x quest at level x, but on elite setting)
Level 16: Running with the Devils
    Level 17: Enter the Kobold?
    Level 18: Hound? VoD?

    IMO:

    Level 6: Valak's Mausoleum
(Would be Purge the Heretics but it's so short)

    8: Spies in the House
    9: Jungle of Khyber
    10: Hold for Reinforcements
    11: Twilight Forge
    12: Against the Demon Queen
    13: Mired in Kobolds
    14: Crucible
    15: Litany
    16: Rainbow
    17: Kobold
    18: Demon's Den
    19: New Invasion

The Pit on Elite (lvl 7 norm, lvl 9 elite) can be pretty tough too, those trogs hit like a ton of bricks.

Taming the Flames was the bane of my existence for a long time, though the Swiped Signet came in as a close second.

    Edited partially.

Level 17 is more than The Shroud. So for level 17 in elite The Shroud or Enter the Kobold?

I'd rank Proof is in the Poison as a harder lvl 4 quest than Ire.

Isn't Proof is in the Poison level 4?

    Much harder than Irestone IMHO.

Spies in the House: Like the Pit, except twice as long, twice as annoying, and half the xp and favor! Hooray. :|
Some of my picks- Note that I'm not counting raids, as I would hope that those would be more difficult than an average quest of that level.

Level 3: Crypt of Gerard Dryden
Level 4: Proof is in the Poison
    Level 5: Lair of Summoning
    Level 6: Gladewatch Outpost Defense
    Level 7: Taming the Flames
Level 8: Tomb of the Shadow King
    Level 9: Jungle of Khyber
Level 10: Reclamation (or Hiding in Plain Sight...)
Level 11: The Spawn of Whisperdoom
    Level 12: Invaders!
    Level 13: Mired in Kobolds
    Level 14: Inferno
15-- Haven't run Litany, but I assume it's harder than the other two at this level
Level 16: Running with the Devils
    Level 17: Enter the Kobold
    Level 18: Mindsunder (but I haven't run Demon's Den)
19-- Haven't run enough of IQ2 and Amrath to have a pick here

    Edited.
    Raids count!
So many options for level 11! The Enemy Within? The Twilight Forge? The Spawn of Whisperdoom? Which one?

    Level 1: Really Redemption?
I solo that at 2nd on elite with any of the classes regularly and in my opinion both Collaborator and Stopping the
    Sahaugin are much tougher.

Level 4: Proof in the Poison is tougher than Irestone.
Only 1 shrine and it is a long grinding haul to get through it.

My vote for lvl 11 would have to be spawn of whisperdoom, never had trouble in enemy within so long as the caster knew what they were doing, and proper resists had been handed out, but that stupid spider (technically a magical beast, for those who are looking for whisperdoom bane) has uber DR and regeneration and spams out horrid wilting randomly, which has a fort save for half, and no other way to resist any more than half.
