Rare encounter bug in Vale of Twilight wilderness?

So I killed the fiendish bat swarm and the spider ambush and did not get XP or credit on rare encounters (I did get the chests). I also killed Halphire and Pukru and DID get xp and rare encounter credit. Is this new or happening because I am only level 12?

Known Issue: Landscape Random Encounters that directly grant XP and have unique objectives do not complete nor grant XP. This will be corrected in the next game update.
