You can get them from dice rolls but not in the store.

They're sometimes offered as an extra add-on to certain store purchases, mainly expansions.
I used to be with it, but then they changed what it was, now what's it is weird and scary to me.

To add on to this- if you were VIP between August 4th and September 5th of 2021, and you logged in at least once, every character you make will have a special ticket in your inventory. If you own the Saltmarsh expansion, you can talk to an NPC in saltmarsh and trade the ticket for a Saltmarsh VIP Elixir of Discovery. (15% chance of finding named loot, lasts 3 hours).

To my knowledge, you have to own one of the three actual expansion packages- the DDO store version that you buy with DDO points doesn't count.

They are only consistently available from Gold Dice Rolls. However, they are also in Improved Epic Otto's Irresistible Box (And seemingly the other two versions of these boxes as well), which are only sporadically available in the DDO Store- March 30th to April 9th was the most recent cycle to purchase those boxes from the store, and by extension the Elixirs.
