Most are likely including metas. Many are probably erroneously doubling up on universal, which the game adds to each line for you already.

My DUNGEONCRAWLer buff-bard *just* went through the process of actually finding out how high I could push Devotion for Sustaining Song: about 1250'ish if you put LGS and other outrageously costly things on it.

I did it cheap. It's L32 devotion is 1089 with T5 Divine Crusader or 1174 with no T5 and Primal instead of DC. Adding PLs would put that 1174 over 1200. This is is direct from the "Positive:" mouse-over line; ie. without metas (and without doubling universal ).

BTW, while it was kinda fun making and gearing a character with such a singular goal, it's nearly unplayable as anything but a zoneline buffer. It has no dps (missing crit chance & crit damage & DCs). It's runs REALLY fast, which is kinda nice if I want to blitz it though a cleared quest to grab a drop (or loot & pass). And, it can zoom-clear heroics if I happen to need to farm a low item, but that's about it for utility. I'm guessing I could play it as a healer, but only if nothing ever swings at it.

IMHO, 700~900 is where you'll end up for base power in a playable caster.

Do the song tics change if you change the gear after singing or does it stay the same?

Bard song mostly does not snapshot; you have to wear the gear to drive the ticks.

AFAIK the only part of bard song that does snapshot is your form; eg. if a PM gets a song while living, it always gets the devotion song instead of the nullification song. And, yes, repair drives sustain for WF, nullifcation for undead, and devotion for others. I haven't tested that part of bard song in years, though.

I suspect that the reason they specifically updated bard song to not snapshot was because the songs have such a long duration that it made a 100% gear-swap actually viable. L/DA snapshots are less of an issue with a 2~4m duration. I'll swap 1~2 pieces (MH+OH) for that (eg. Stygian), but even that's annoying. Personally, I think the no-snaps-for-songs change was fantastic. I'd never want my real bard or anyone's real bard to feel obligated to maintain a full 100% gear-swap for songs.

It's been a while since I looked at this, but last time I sat and worked it out on an Alchi life, I was getting this for fire. Might give you some pointers. These were all verified ingame with the gear I had, not just theory crafted. You can get higher Mythic and Reaper boosts on your gear for sure.
