    Default Souls of Cruelty have once again lost their DoT timer

    This was fixed a few updates ago but is broken once again. Just got 7 stacks of poison/acid dot within about 2 seconds of being near a water ele champion

    Looks like a fix to make these dots drop on dungeon exist squished the application cooldown.

    Will fix.
