sure it can. it all depends on the build, gear, player skill, knowledge of the quest, quest difficulty, ....

for example, a level 6 cleric can spend 23 AP in divine disciple and pick up the Holy Smite SLA. With couple metamagic feats (maximize and quicken at least) should be quite easy on easier difficulties, even with substandard gear.

Finishing the quest is doable. Doing all optionals could be a challenge with the stat requirements but still possible depending on use of tomes/pots and/or hirelings

Yes it can, but a few notes:

You say you are level 6. The base level of this quest is 7. If you do it at level 7 you will get access to 4th level spells which gets you holy smite. On elite/reaper it is a level 9 quest so if you do it at level 9 (or above) you will have access to level 5 spells that will include flame strike and slay living.

These, of course are some of the offensive spells you gain - you also get more defensive spells.

In other words, you may be too low a level to comfortably solo this quest unless you are an experienced player.

Without all the extra explanation, yes it can.
When you ignore any type of leadership, you yourself are not fit to lead.

    This.

In DDO, the standard to "solo" a quest is on Elite.* So we're assuming you are talking about soloing on Elite.

(* Some aim for R1 (or higher!), and that's fine, but imo that's not the default.)

To get the maximum Experience, you cannot be more than 2 levels over the base level of the quest, or = adjusted Elite (Base + 2). So we also reasonably assume that this is another limitation.

So, for a Level 7 Quest like Tear', as Alco' states, you want to be Character Level 9 to measure yourself against "Can this be solo'd?"

Then there's the question of whether you include the optionals, to gather all 6 shards - that question is ultimately up to you (and it brings "trapping", or avoiding same, into the picture).

That said, it could still be a challenge for most any 1st-life (32 point) build - Tear is one of the harder quests at-level*, so don't be discouraged if you can't do it, especially if you haven't taken the time to farm some good gear.**

(* Far from among the hardest, as it is older, but if you divide quests 50/50, I'd put it on the "tougher" side of that split.)

    GL!

(** At Level 9, you'd be just shy of (ML 10) Ravenloft sets - shame. "Cleric" named gear is not my forte, sorry, but as a guess Isle of Dread is pro'ly your current "best" gear? If you don't own that, Character Level 9 might get the most mileage out of maybe some Slavers gear (custom crafted), mixed maybe with a Red Fens pair and some individual named/crafted items? Not sure if that would be stronger than a ML 5 Feywild set (if you own that). )
