I'm sure that this is the same page the OP is referring to. All of the items on the list before level 14 (12, technically, but the "best" version of the Mountain's Fist is level 14.) are not really unique, as weapons like "sworn silver" and "barovian's" come in every weapon type.
Think he means non-template Daxes...ie not Eth, Ferrocrystal, Barovian, etc.
Which the first true unique is L12 not L14, but still...
I think its the devs' way of warning new players that HaH weapons suck until later in the game lol - just grab a Carnifex instead

It doesn't upgrade it to a level 20 weapon, just makes it so you can't equip until level 20 if you have a sentient jewel in it, to prevent it from trivializing heroic content. The poster was asking if there are higher level versions of the same weapon, of which there aren't. It's more meant for glamouring so it doesn't need a higher level version.
Because someone ticked the wrong box when they made this and some other weapons thereby allowing them to accept sentience, and now it's too late to untick as it would break the weapons already out there with sentience gems in, so the compromise solution was to make sentience gems raise the weapon level to 20.
