DH imbue

I've been levelling a DH/Monk/fighter shuriken build and was picking up the imbue from DH. I thought that like many other imbue toggles you'd receive the first imbue dice along with the toggle. I looked at my character sheet and noticed I had one less than expected because you don't receive one upon acquisition of the imbue. Is there a reason for this? Otherwise you'd need to get it from multiclassing or racial trees until you're able to afford the expensive tier3 dice. Seems off.

My DA has 6 dice. Zero for the attack itself. This aligns with what you are saying.
