    I really can't get excited about cosmetic armor when there's no cosmetic tab in inventory. Now it's just more clutter.

    Indeed.

    I've love if talking to the NPC flagged you as "you can now get this armour at any time" by talking to someone else.
    That's not lag, it's just DDO trying to become turn-based again.
    Feature wishlist: colour-coded HP bars; red/blue teams in raids; rez-timer in party menu
