My gear's out of date but I'm sure somebody smarter than me has figured out the ideal gearset for a gnome necromancer.
So what's the "best" setup these days? Focusing on DCs for R10 group play more than anything else.

I don't play r10s very often, but I think the fun of character building is combining set bonuses in a way that works for you. Maybe take a look at a few r10 builds if you want some ideas or https://forums.ddo.com/forums/showth...e-Master-build?
If you want to create your own:
1. Take a look at named item sets first: https://ddowiki.com/page/Named_item_sets
2. Figure out which artifact DC + ability bonus set you want. You want either a +3 DC and +3 int bonus or +4 DC and +2 int bonus (slave lords).
3. What else do you want that your first set bonus is lacking? Do you want more offense? More defense?
4. I usually have a build checklist to make sure i don't forget anything. Do i have int/insightful/exceptional/profane/festive/quality? What about con? What about spell focus mastery/insightful/profane/quality/exceptional? Will I end up with an event int value?
Otherwise legendary dreadkeeper is a strong set to start with. Esoteric + eminence of winter is a good offense/defense combo. Dread isle set + offense/defense set. Dread isle is even better if you do the raid, as then you can get a set bonus for your minor artifact instead of taking up 3 slots + minor artifact. For my current pm build I'm currently running a 5 item slave lords (I ran a lot of slave lords back in the day) + 3 item eminence of winter.

That's a fair question.
When I'm playing a wizard I'm there for insta-killing and crowd control. DPS is tertiary. Suitability is nice so 4 piece winter if possible. I do not plan on soloing on this build, it's for R10 group quests and raid pushes where a wizard is useful.
My only "sacred cow" item I have is a Crown of Snow with reaper stats.
Well if dps is tertiary, you could use your favorite helm, get profane well rounded from an augment, use autumn bracers.
Assuming you consider my gear suggestion at all.
Maybe it's possible to fit in Dreadkeeper, 3-4 autumn and 4 winter, but I can;t figure it out yet.
Dreadkeeper looks good on defensive side, but takes the gloves slot, which is the only slot for Sacred Spell Focus Mastery afaik.

Why are you not incorping any dino stuff at all?
I've heard IoD gear is not that good, besides weapons.
I've seen people trying to come up with dino gearset, and ending up with zero IoD pieces. I may be wrong, ymmw.
You really should try to get advice from more people.
This is similar to the setup I have on my necro wizard. I am able to get decent enough DC's to run higher reapers (R8 and above) and hold/charm/dance most things. I went with the Magewright (2 piece) and a couple LGS pieces, plus some other stuff thrown in.

Magic is a curious thing; full of hope and promise one minute, then someone summons a t-rex jet fighter to kill you.
There are quite a few options out there. But I still find the following framework optimal for max dc and spell damage
Magewright 2 piece set - goggles and cloak
Elder's 2 piece set - helm and trinket
Legendary Shattered Onyx and Clouded Dream for rings
Neck artifact with quality spell focus mastery +2 (int or charisma)
2 piece autumn set - typically armor and gloves
1 or more lgs for boosting crit damage
Queen's sceptre or prince's sceptre main hand
LGS Salt primary offhand with swap lgs debuffers, alchemical orb
potentially one more piece to go with legendary gem of many facets set although it's not worth rerolling and you don't get lucky.
Alternatively you can give up a small amount of dc and/or dps to also wear 4 piece winter set. Artifact bonus stacking is bugged and universal currently stacks with specific spellpowers so if you get lucky on your gem of many facets roll a set bonus for specific spellpower bonuses is quite nice.
For filigree you want +2 int in both minor artifact and weapon as they stack plus eye of beholder set, inevitable grave and either otto's or lunar magic. If you have wellspring of power or need spell failure reduction go with otto's, if not I would go for lunar as you get more spellpower.

For max dcs no consideration for dps I would do something like this:

Cloak - Magewright (artifact int, artifact focus, enchant equip)
goggles - Magewright (artifact int, qual int, artifact focus, illusion equip)
Trinket - gomf - (no set crafted ins int)
Ring - clouded dreams (ins focus)
gloves - [s]gilded[/s]*/arcane soldier (qual focus)
bracer/ring/belt -Dino Artifact (Enhancement int, sacred focus)
neck - Winter Court/hruvayah/Alchemist/anchorchain (profane focus)

Free to do what you like - grab 4 piece winter or add some dps
Grab equip necro augment and all the old +2 augments you want

i play alch for my dc/dps so converting to wiz
carb has a decent setup
but consider dino set -
can add deacon set for a lot of slots
ancestors is a good dc set, but the pcs are geared towards cha not int
and the individual pieces arnt bad....
the helm is nice....
and dont forget abut augs - can add art int and art focus from sets. they can go in weapons too
Here is what I wear to great effect on R8+ content. The cloak is interchangeable, the Dino weapon {Horn} slot is up to choice. It meets your requirement for Crown of Snow. Runs well in Magus. Only really missing Alchemical Int. Could change armor to Blackmail for better MRR but then you need to figure out your spell failure.

This is what I've come up with for my wizard. The neck, Body, and Feet slots are flexible, just one of them needs to be dino for the 5pc set bonus.
For the neck, I have a special place in my heart for torc, but alternatively one could use legendary amber pendant for insightful sheltering, or legendary pendant of the sky for insightful negative spell power if using the dinosaur quarterstaff.
For body, it's flexible with dinosaur bone w/e armor or maybe legendary red dragonscale w/e armor for dps
For feet, it's flexible with dino feet or maybe legendary deepsnow boots for the qual con and +1 ins con (w/o these the setup slots +5 ins con)
Head: Legendary Elder's Cap
Neck: Flex
Trinket: Legendary Gem of Many Facets w/ elder's knowledge set + desert's starless nights set
Goggles: Legendary Magewright's Spectacles w/ ins int
Back: Legendary Magewright's Cloak
Body: Flex
Wrists: Legendary Kopru's Bracers w/ 20% negative crit dmg
Hands: Legendary Bramble-Casters
Waist: Legendary Black Satin Waist w/ qual int, w/ arti prr augment
Boots: Flex
Ring1: Dinosaur Bone Ring w/ 15 int, 10% negative crit dmg, 5% negative crit dmg, 2 sacred dc
Ring2: Clouded Dreams w/ arti prr set augment
Wep1: Attuned Dinosaur Bone weapon, one handed or quarterstaff for 2 exceptional dc
Shield: Legendary Stygian Wrath
Depending on your flex slots, w/e piece is non-dino slots the last arti prr set augment.
So possible flex combos are:
For max dc + max negative sp + dripping with magma dot (sacrificing 4 con, ins prr/mrr, qual prr):
Neck: Legendary Pendant of the Sky
Body: Legendary Red Dragonscale w/e armor w/ arti prr set augment
Feet: Legendary Magma Waders or Legendary Beachcombers
Wep1+2: Attuned Dinosaur Bone Quarterstaff
For max dc + max con + max prr/mrr (sacrifices 71 ins negative sp to gain 4 con and insightful sheltering)
Neck: Legendary Amber Pendant, w/ arti prr set augment (here or boots)
Body: Dinosaur bone w/e armor
Feet: Legendary Deepsnow Boots w/ arti prr set augment (here or neck)
Wep1+2: Attuned Dinosaur Bone Quarterstaff
For cute torc of prince raiyum shenanigans? + can do max dc, or max negative spellpower, together with dripping with magma, or max con
Neck: Legendary Torc of Prince-Raiyum
Body: Dripping with Magma (then need dinosaur boots, sacrificing 4 con)
Feet: Legendary Deepsnow boots (then need dinosaur bone body, sacrificing dripping with magma)
Wep1+2: Attuned Dinosaur Bone Quarterstaff for max dc
or
Wep1: Attuned Dinosaur Bone one-handed
Orb: Legendary Stygian Wrath for ins negative sp + temp sp
Then there's enough slots for +6 conj, evo, trans, and +2 enchancement necro, illusion, ench, con, evo, trans, 14 con, 5 ins con, +w/e else you want (protection, natural armor, false life, healing amp)
This gets you seemingly everything except arti mrr and universal sp/crit chance.
You have:
max int, ins int, qual int, arti int, profane int from dino set
max 6 spell focus in all spells, 3 ins sfm, 2 qual sfm, 2 sacred sfm, 2 profane sfm from dino set
prr, ins prr*, arti prr, profane prr
mrr, ins mrr*
14 con, 5 ins con, 2 profane con, w/ 3 qual con* + 1 ins con*
So many choices! You could even sacrifice all dps and a little self-healing power in order to gain max defenses, swapping trinket for spell absorb item, hands for qual prr, feet for qual con and 1 ins con, then dino helm and body to make 5 pc set bonus (sacrifices 12% spell crit, 101 neg sp, 15% helpless dmg, 15% legendary crit dmg for spell absorb, 8 qual prr, +4 more con)
It basically comes down to how much dps you want to sacrifice for survivability. If we're talking an ideal situation, wizard dps is laughable and that's your other pt members jobs, therefore I think sacrificing all dps in exchange for survivability is the *idealized* way to go, especially considering the changes to self-healing in reaper outside of combat. Then even considering that, I think you're still better off playing a sorc due to the faster casting and recast times. In my opinion, fast twitching power word stun has saved me and others many a life.
