I believe you are describing a non-issue.
In a PuG you already have different states of xp pots, xp tomes, prior xp gained, ownership of packs and time to play. Thus PUGs are very much used to people dropping in and out depending on xp and other concerns.
In static groups the players can sort such things themselves. If the VIP does not run an xp pot the others can use 20-30% pots. If the VIP is using a 30% pot the others cna use a 50% pot. Only if the VIP insists on running a 50% do you have a problem - but then the group needs to decide if they want to all be VIP with 50% pots or not.
When exactly would it be a real issue?
So, I dont see any negative issue with what you are describing, and stand by my claim that 25% vip xp bonus would be great and give far more people a strong incensitive to be VIP.

Free mini-expansions would be $25 every second year - or even less if it does not include the goodies but only the access. Thats pretty low value to pay $100-$180 every year for.
Not sure what you mean with the pet butler but I see zero value in pets, they just get in the way visually of playing the game.

Everyone here has their own opinions on what they would like buffed for vip and thats understandable. For me, the major lure to become VIP would being able to start at level 4 after a tr. Huge for anyone on the tr train. I really could give a darn about cosmetics. I cant believe people play hardcore just to get them, crazy. More VIP xp would be great too. I really think that the big spenders here will always find something to spend their bucks on no matter what they get for free. If you give them 10% more vip xp, they will still go out and buy 50% pots, etc.
Arguably I would buy more 50% potions because higher VIP XP would incentivize me to play the game even more.
A game should get less grindy over time, not more. That's why I bought VIP in the first place. If they're not going to make it less grindy via mechanics, they had better make it less griny via perks.
If I can read the dev tracker, you can too.
Here is my thoughts for Vip
1) make the 10% VIP apply a 5% to entire party stackable
2) as a VIP you remove 1 past life debuff to xp needed to lvl, so I lvl as a 2nd lifer, 1 year VIP removes another, so you lvl as a 1st lifer
3) can apply veteran status when TRing to which ever you own lvl 4 or lvl 7 veteran
4) 25% discount on all items in DDO store
5) remove all Raid flagging
6) when u are at the entrance of any quest/raid there be a button to access the quest giver, to pick up the quest or claim rewards, saving me a trip to the NPC
7) when in a quest, I have access to my shared bank and mail box, so if I buy something in shard auction house, I can have access to getting them items without exiting the quest

8) during an event like snow peaks at the start when it asks to pay 1 key to run, it be a box and you can change the number up to 999 and pay that number of keys and be rewarded x that many coins

I would think convenience items would likely attract more people
This could be something along the lines of Inventory Space - Account and Character level, even cosmetic storage similar to horse/pet where it doesn't take up inventory space. (it should be purchasable, but VIP gets free access like the shared bank)
Another option would be faster movement between quests. Similar to the items that transport for major locations that are currently purchasable with expansions, this could be a more minor one that transports you to locations where favor rewards are turned in, or to entrances of exploration zones. If not an item, consider NPCs located throughout the game that VIP members get options for to transport them.
Or explorer area quest ports similar to Stormhorns without the shard cost.
Agreed. I'm currently VIP but, that would not be enough to keep me if/when I decide to leave. Raising it to 7 (if you unlocked that) might be a bit better. TBH, though, brining back daily gold would probably do it for me. Especially if they implemented these changes on top of it.
I strongly disagree about the cosmetics until they add a dedicated cosmetic storage bag/closet/whatever. Even if there is a one-time cost for unlimited cosmetic storage, that would work for me. Until they do something like that though, I don't want them handing me free cosmetics as a perk of being VIP. That sounds like a punishment, not a reward.
A raid bypass timer would be something that I'd actually use though. Or store discounts. Especially if the discounts applied to expansions as well.
I have been playing for 17 plus years now as a VIP straight through. The PERKs that VIPs currently get are more than enough at ~$8.00 per month, there is no better entertainment dollar out there that costs less per month. If you really took the time to list our what VIPs get compared to non-VIPs you would realize the major perks we get.
SSG doesn't need to change anything for me as I will always be a VIP while playing DDO.

ViP perk idea: Global charactes. They get copied to all servers and can be played on any of them. An aggressive workaround to the server population issues.
