Suggestions for Stormsinger pure Bard

It's been a few lives since I've been a bard. Going to run a pure Bard Stormsinger. I was looking for opinions on Race and epic destiny break downs. Looking to max dps on Sonic/electric/cold.

This would be for both a first lifer build, and also a Max out completionist build.

Races I was looking at include Dragonborn, Scourge

Destiny I was looking at were a combination of draconic, primal avatar, fatesinger.

Any advice?

I would use Blue Dragonborn for +2 CHA and access to racial bonuses to Electric & Sonic spells. If you're not on hardcore, I'd skip the Toughnesses for a couple more metamagics or Spell Penetration.

Toughness won't be necessary. Probably more metamagics.
