How Do you get Quartermaster's Chit?

What I would like to know does the Quartermaster's Chit only drop in Saltmarsh quests? Any Chest in a Saltmarsh quest? Do you get any in the Saltmarsh wilderness area? Do you have any tips on how to farm Quartermaster's Chit ?

So far between me and my woman we have done the Saltmarsh Saga 3 times combined and we have collected a total of 16 Quartermaster's Chit. Sorry did not pay attention where we got them from so far. Thats a pretty low drop rate especially since you need 20 to craft a level 1 augment. You would have to run the saga 4 times just to craft a tiny level 1 augment. Who can we write to encourage the increase of the drop rate? I hear the epic one even harder to get?
