It seems that this can no longer be bought in-game. My arty buffer needs one to inscribe.

Or, you could just use the Alchemist recipe.

1. Go to House J.
2. Step into the "House of Wizardry"
3. Talk to Auromir Palance
4. Select the "Do you have any Alchemist recipes?" option
5. Select the "Fifth Level Alchemy Spells" option.
6. Purchase an "Alchemical Recipe: Greater Elemental Weapons"
7. Make sure there is a level 4 inscription materials in your inventory.
8. Inscribe the recipe you just purchased.
