Why do festivult twigs drop if the Risia alter is gone?

I am pretty certain that the twigs were in Festivult from the outset, several years before Risia came about. as Ereshkigal mentioned, they (along with coal) were a "naughty" gift. Since people are still naughty they still make as much sense as when they were first coded.
