So what's the appeal of throwing hammer?
Well, throwing Dwarves is frowned upon...
Then throwing axes: there's several with x3 crit multiplier while all throwing hammers are x2 AFAIK. The only reason to switch to hammers is if you're fighting something with DR/blunt like skeletons.
Start with bard 3 for Swashbuckling so they become 18-20/x4 weapons; 15-20/x4 with Improved Critical Thrown Weapons. Probably the best tier-5 abilities for this build will be either Swashbuckling (Thread the Needle + Exploit Weakness + ranged Coup de Grace) or Deepwood Stalker (Improved Archer's Focus + Strikes Like Lightning). Both trees also offer DEX to damage for throwers (Swift Strikes and Improved Weapon Finesse, respectively). Focused Wrath (tier-5 Berserker) would upgrade your crit multiplier to x5; but you've got to spend a lot of APs on filler to get there, since there's not much in the tree which benefits throwers, so it's not the best ROI IMO.
You can use the classic rogue 11 / ranger 6 / bard 3 thrower template and, well, gimp it by using axes instead of daggers or darts. Or if you really want to fully commit to a bad idea: TYWA dwarf for CON to damage, DEX to hit.

Every weapon has it's place somewhere:
- throwing hammers - when you build a dwarf on warhammers - it's your best throwing weapon because you take advantage of already spend points and it has bludgeon dmg
- throwing axes - when you build a dwarf on axes - it's your best throwing weapon because you take advantage of already spend points and it has slashing dmg
- darts - Alchemist's favourite (simple weapon for Vile chemist tree also gets +2 crit range, also bludgeon), benefits from multitude of missiles
- throwing knife - Vistani's favourite, benefits from multitude of missiles
- shurikens - Monk's favourite
So don't look just at the stats of the weapon. Particular weapons in hand of specialists are way above the expectations.

Doesn’t he use the ED in shirardi that keeps archers focus up while moving? Range has always been about burst/situational DPS. And there are range variants that use other options during the downtime. I remember Bowbarian builds fell into this category. They are definitely high maintenance builds, however, and not for everyone. I personally don’t play or like them, but many make great use of them.
