First comment is the amount of energy resist for the cores is VERY high, at least for heroics. Compare Harper's +3 to all resists for 4 total AP. +10 to a single one for 1 AP is a lot.
If you want to keep elemental resistance, here's my take - give it later in the tree (core 3?), just say it doubles the Barbarian's Damage Reduction against that element. Make the Aura version give everyone the benefit of that Barbarian's Damage Reduction against the chosen element. It could go as high as +28% (if you have Occult Slayer cores and the Epic feat) absorb against a single element, which is significant in higher difficulties, relevant but not overkill in lower ones.
The final Core is downright overkill. The tree that gives the most Melee Power in the game right now gives 25 when you add up all its cores. The final boost to melee power on that tree is a +10. Your +30 at level 20 is a tad much.

You also gave one of Bard's most iconic T5s (spinning ice) as a T3. Even with the reduced duration, that's a bit much.

Most Barbarians get access to their primary form of self healing as a T5, yours gains it as a T4. That also flows against current design that tried to avoid Barbs double-dipping on that front.

I do like the idea of an elemental Barbarian taking on a storm and carrying it with them; I don't know how the damage would scale, but it would probably work like Auralocks. The Auralock: Fighter Edition, that gives more focus on the melee and keeps the ticking aura as a secondary but nice added bonus.

I like the theme, but the execution needs some extra work.
