"the" ladder bug implies that it's one bug.
Every ladder is apparently a uniquely-coded snowflake, so they can't fix "the" ladder bug. They have to fix each separate bug for each separate ladder. Which I guess in 16 years has not yet been possible to accomplish, even with the recent invention of "search" (or even that fancy new "search and replace").
Ladder bug is minor (easy workaround) therefore it gets lower priority. At least we have ladders, that's pretty unique in MMOs.

I'm guessing it's when you're on a ladder climbing up, and you get rubber banded/teleported down a few rungs constantly until you're at the bottom, and this will continue until you get off the ladder and try again. At least that's the only ladder issue I've encountered.
As for the OP I agree. Server shutdowns caused by the devs shutting them down should come with a warning of a few minutes, not 30 seconds. I had just started a boss fight when it happened this time... 30 seconds did not give me enough time to do anything meaningful / log off properly / get to a safe place.
