-10 Percentage Boost to HP

Just LTR'd my toon, and noticed that I have substantially lower HP than I used to (I swapped out a few wizard levels for monk levels, so I'm thinking I should have more). Currently Rog/Monk 3/3

I noticed the following things when I mouse of "Hit Points:

48 Base
+24 Constitution Bonus
+69 Feat Bonus
+54 Enchanted Bonus
+10 Fate Point Bonus
-10 Percentage Boost
=195 Total

Does anyone know what this -10 Percentage Boost penalty is?

Came to the forum here to ask the same thing, at level 8 I have:
+28 Fate Point Bonus
-28 Percentage Boost

Since the Fate Point based XP is not supposed to start until level 20, I assume that this is some odd way to remove the fate point granted HP when one is still in the heroic stages. In both cases (and for my heroic character) the negative "boost" exactly matches the fate point increase. It does make one wonder about the code though if that is the case...
