Yes.

There are 2 valves or levers, located in 2 different alcoves, just before the wall blocking that chest.
I know 1 is behind 2 barrels, they are not hard to find if you're looking or breaking everything.

Beware, the chest is guarded.

Unless Durk is lying, which he could be.

Pull the first lever just north and east of the chest which opens the secret door just north and west of the chest then pull the second lever behind that secret door. That will open the secret door hiding the chest and it's guardian.
