I though of an idea to improve navigating shortcut bars. I don't know why this has not already been implemented.

Currently you can use Ctrl+Mousewheel + | - or the - | = keys to navigate the currently selected shortcut bar. The problem with this is that this only navigates through the shortcut bars that are not static (always on the screen) and scrolls through all shortcut bars including empty shortcut bars.

It really a little pointless to scroll through empty shortcut bars when you have them locked. It would also be nice to scroll through all shortcut bars (including once that are always on the screen) with the mouse scroll wheel instead of needing to remember the number of the shortcut bar. When the shortcut bars is locked, you can see which one is selected by the lock icon

My suggestion is this:

Create a checkbox in options to only scroll through non-empty shortcut bars when they are locked.
Create a second checkbox in the options where the scroll keys will navigate through the static shortcut bars as well.
