Might be a coffee issue on my end, but doesn't seem so at the moment.

the belt and neckless from mimic event are the same way. when they standardized random loot, they made a range. 24 is the lowest range for those stats, 28 is the highest. not worth the shards and you can use them earlier. the 32 might be worth it, but still not great

This has always been this way. When 28 was max upgrade, you had twice the durability so it wouldn’t break as easily, but that is about it. Now that there is a 32 version, there is no reason to ever make a 28, unless you are upgrading to 32.

For some years now, named treasure items follow the attribute progressions established for Cannith Crafting.

Please see Cannith Crafting Table 3b, Scaling Effects.

Scroll down to Ins. Ability (Insightful Ability). All insightful ability attributes are +5 at Minimum Level 24 and +5 at Minimum Level 28.

Now scroll down to Ins. Skill (Insightful Skill). All insightful skill attributes are +9 at Minimum Level 24 and +9 at Minimum Level 28.

Cannith Crafting does not allow crafting Exceptional Astute Skills of Exceptional Prudent Skills, but both clearly follow the Insightful Skill progression.

The new style Treasure Hunter's Spyglass just happens to have a set of attributes with the exact same values at Minimum Level 24 and Minimum Level 28.

Obviously, purchase the Minimum Level 24 version. Do not purchase the Minimum Level 28 version.

And I'm 1 Master's Gift short for the L32 version. My choices are to spend a tool kit or farm the cloak in Thernal to make another (have a VoM and Greater Tokens).

If you already have characters flagged for Threnal East, I recommend making the new augment. As you know, it only takes an hour to run Threnal West+Central with an epic character up front. I try to keep a few extra Gift augments stockpiled on each account.
