So since Sonic Blast is getting nerfed incredibly hard I think we should look at the other abilities in the Bard's toolkit (and other casters too) that could use some love to make up for it, particularly the various charm type spells.
First I'd get rid of the inability to hit charmed/dominated monsters, that alone would make them useful.
Secondly, nerf charm person/monster to reduce the caster's aggro on that mob to 0 until it wears off, the mob successfully saves, or the caster attacks it. It shouldn't stop the mob from targeting the caster's party members but function as a magical diplomacy type affect.
Next change make suggestion more of a confusion type ability. Have it reset a mobs aggro and become hostile to everyone, both players and other mobs.
Lastly keep dominate person/monster the same but with the ability for players to attack the mob. That would make it effectively a high level CC ability but trading out helpless damage for a temporary summon.
These are fairly iconic D&D spells and it's a shame they're never used so it's time for them to get some attention.

Increase the duration of Beguiling Charm in Shiradi, it shouldn't wear off before the mob has had a chance to do anything.
