In update 55.3 there is a sentence under Gameplay changes that says: "Bonuses to ability scores from Dinosaur Bone Crafting are now increased while slotted into a Minor Artifact."
What does that mean? Does it mean if you put charisma on the dino artifact it will be actually +15 and not +14? Can anyone shed any light on this? Thanks.

wasn't it always +15 but with a visual bug saying it's 14?

We never knew if it was a bug or not that it was granting +15 to stats; now it's at fully WAI with the text change.

The new minor artifacts are PL34 so always gave +15 stats based on cannith power levels. Unlike other crafting systems that displayed based on modifier the ones used on dino crafting seem to tell you the expected bonus statically.
