+20 skill augments broken?

Just got a level 32 +20 diplomacy augment. I extracted my existing +19 with a jeweler's kit and applied the +20. No change in my resulting Diplo skill.
I logged off and back in. No increase.
I then extracted the augment (with a wasted jeweler's kit), logged off and back in again. Same result.
I then tested the item without the augment inside to verify the problem wasn't with the item, since it has quality diplo and insightful CHA on it. The item worked fine by itself.

The item the augment was applied to: Legendary Lenses of the Orator with +5 Quality Diplo and Insightful Cha+6 so the item should give 20+5+3 extra.

For the tests, I stripped my character naked and these are the final results:
Naked: 46 diplo; 4/5/21/13/3
Just the Lenses (above): 73 diplo; 4/5/24/13/27 (should be 74 consisting of 4/5/24/13/28)

My only conclusion is that the +20 diplo augment is actually applying +19. If that's the case, then are all the +20s augments broken?

Probably a rounding error somewhere.

Stats in DDO have decimals in the new scaling system that was introduced a couple of years ago. We are just not supposed to see it. Sometimes that creates situations like this.
