pet gear attack penalty?

Im seeing in loot that some collars are exotic weapon and show as having a 20% attack penalty. Is that fact or fiction? I didnt think pets get feats.

The game is comparing the Collar to you! So the stats/info shows how it would effect you if you were to equip/use it. It should be fine for the dog/wolf pet.
