Default Why no Two Handed/Two Weapon Specialty?

One of my Dagger Rogues reached Level 31. She has Two Weapon Fighting, Improved Two Weapon Fighting, Greater Two Weapon Fighting, and Perfect Two Weapon Fighting. She was offered Shield Mastery Specialty, Single Weapon Specialty, and Two Handed Specialty but not Two Weapon Specialty. This forced me to take an unwanted Feat and I think this messed up the character.

My Staff Monk reached Level 31. She has Two Handed Fighting, Improved Two Handed Fighting, Greater Two Handed Fighting, and Perfect Two Handed Fighting. She was offered Shield Master Specialty, Single Weapon Specialty, and Two Weapon Specialty but not Two Handed Specialty. This forced me to take an unwanted Feat and I think I messed up the character.

Another Dagger Rogue reached Level 31. She has Two Weapon Fighting, Improved Two Weapon Fighting, Greater Two Weapon Fighting, and Perfect Two Weapon Fighting. She is being offered Shield Mastery Specialty, Single Weapon Specialty, and Two Handed Specialty but not Two Weapon Specialty.

What am I doing wrong and how do I fix it?

This is the intended behaviour. They are not actually feats that lets you specialize further, but rather feats that lets you diversify into another combat style, without having to take the entire feat chain.

Yes, it's of very niche use. Yes, it's mislabeled.

The only ones who really benefit from the new feats are sword & board characters using a dwarven axe or bastard sword who can take the shield mastery feats as they level up, and then grab two handed specialization and get all the strikethrough and bonus damage.

Otherwise the benefit is slim for 99% of characters.

I could see swashbucklers taking shield mastery for the extra double strike and small amount of PRR as well.

They have utility for anyone who wants to be able to switch between tanking and non-tanking to some extent.

    The obvious beneficiaries are:
    • Feat-starved S&B Swashbucklers and (paladin) Vanguards who can take the SWF or THF feat chains, respectively, while leveling and add Shield Mastery Specialty for the extra PRR and doublestrike. Take Legendary Shield Mastery for another +15 PRR and +6% Doublestrike.
    • SWF users of bastard swords / dwarven axes can take Two Handed Specialty for the extra Strikethrough. E.g., dwarf Battle Engineer or paladin.
