You cannot CC them - they are immune to everything. Essentially, with their stacking vulerability AOE dot that hits the entire party they are worse than doom reapers.

Doom reapers are selected in high level reaper only - they dont show up in low level reaper quests - meaning you can avoid doom reapers by doing mid to low reapers -

You CANNOT avoid these hounds - even speed running as people are posting, hounds are showing up after 3 minutes in a quest - its complete nonsense-

I had a plan to do a 5k video series for my youtube channel and then to do RXP farming videos and content on the new race regarding hardcore builds, etc, and to make build videos and guides for quests but all the wind is gone from my sails

This is not a 'reapercore' server it is a hardcore

It would be nicer if the stacks of vulnerability don't tick up so fast.
Would also be nicer if there is more time in between attacks.
But best would be if able to go afk mid-quest.

At low levels bring Frenzy ... am level 4 now and he just destroys any hounds so far. Just run around until it summons and it will always appear on him. Let him take agro and you win.

There was a conversation in /chat, someone said they'd had luck with a melee running tight circles around the Hound. Maybe their damage box is very limited, to only in front of them?

Circles seemed to work well for me with my pali. I prefer to "kite and light" with my FvS, though. Right now, level 3, it only take two shots to kill with a meta'd nimbus SLA.
