Win 11 broken?

So, my wife is on Win 11 (I'm still on 10) and was on earlier today just fine.

Tonight after the hotfix she kept getting error messages, after setting as administrator permanently and a repair the launcher finally ran any finished updating.

Now, when trying to join a world it asked where the game executable was, after selecting the 64 bit client it threw up an error message:
