From what I understand, there is no specific place that has a higher chance for them, so I just run all of sharn (masterminds story and cogs) and hit as many chests as I can when I need those mats. Bonus is the saga turn ins which give you your choice of upgraded components (reducing your quantity of the base components needed)

    No.

You only get the old ingredients for alchemical crafting in House Cannith explore area and quests. The new ingredients you need to upgrade Sharn items only drop in Sharn quests and Cogs rare chests.

Actually, there is a way to quickly complete sharn items in about an hour from zero mats: heroic COGS saga rewards. Takes about 20~30m for a L30 character to zoom through the entire cogs saga. Most quests can be completed in 40s to 3m. The majority of your time is spent traveling, not clearing.

Select the biggest mat-cost reward from the saga that suits your need, usually stabilizing or caustic. Then run the saga again and again select the biggest mat-cost that your item requires, usually dampening or energizing. You probably now have enough mats to make any of the other minor ones your item requires and can finish it.

BTW, when you're new at rushing heroic COGS, expect to take 60~90m. Don't worry about it. If you do more, the time will drop considerably as you find a route you like. To improve quest-clearing rate, skip as many fights as you can. Even with a Sorc that one-shots entire packs as your farmhand, any time you actually stop running to the end chest is a waste of time.

    My route = smash > thralls > magma > scav > detail > (town/portal) wraith > (town/portal) ruins > (vip/skip) roll.
