The trade function was so people who don't own saltmarsh would have a way to get Star Fragments to upgrade their s/s/s gear from other packs. If you have hey, then you own saltmarsh and already have a way to get them...
Can you show a link to where the Dev's stated that? because owning Saltmarsh and having the luck to pull a nebula fragment are two separate things. I know people who have spent hundreds of hours farming Saltmarsh and have never seen one.
In their release notes it says that people can turn in "pack" ingredients to get a star fragment, but I don't recall seeing a description anywhere of what "pack" ingredients are, and if they are exclusive expansion items.
I havent' had the chance to log in since U55 dropped, but you can't possibly be serious... right?
Saltmarsh Hay is by definition a pack ingredient. And every single instance of devs mentioning this change said "pack ingredients".
I refuse to believe this isn't a bug.
I get that Saltmarsh hay drops way more than other pack ingredients, but they should just up the turn in to 1000 or 5000 for a star fragment. I’ve farmed over ~20k, most of that hoping for a nebula fragment. Would be nice to spend it on something. I’ve already crafted my lev 20 salt gear.

Its not a bug - hay was deliberately left out due to how much more hay you get compared to other pack ingredients

In which way?
The people who farmed for months in a crappy forsaken pack till their eyes bleed and still not getting any nebula but have saltmarsh hay to hopefully trade in OR
People who farmed nebula frags for ages , still have not got it but finds that if they spent the time doing other packs, getting pack mats for easy trade it making their entire time spent in saltmarsh as useful as a used wet wipe.
OR
Rich people who have got astrals to constantly reroll explorers/quest chest annoyed that if hays was in trade in, it invalidate their spending?
OR People who cannot farm weeks on end?
Some people have really good chest luck, while the majority have horrendously bad chest rolls.
So please make it clear in which direction to spit please, just not upwind.
