Level 1 Items on Level 33 Quest

Can someone please explain to me why the end reward on the new level 33 quests is level 1? I could almost understand if it was named items you upgrade but these are normal equipment. It's the very first mission on the Isle of Dread.

It's a bug. (known issue)
