There's Zalnathe in the harbour, she'll give you the preorder stuff.

To receive your in-game items, log into the game and speak with the NPC Zalnathe, who is located in the north docks of Stormreach Harbor. Zalnathe is a Dragonborn. You may speak with Zalnathe at any time to claim your items.

Suggestion for the devs on expansions: add a single "once per account" (e.g. you only ever get one of these across all servers) thematic note delivered to the inventory of the first character you login to which gives you some directions on where to go to find the new expansion and who to talk to to get real items. Win-win to both cut down on the massive number of extra support tickets that clearly can't be handled, improve the player experience, and not re-introduce endless clutter.

Considering people aren't reading the instructions on the Expansion page, what makes you think they'd pay the blindest notice to a note in their inventory?

Because, historically, that is where items are delivered. I don't know if the devs think it's cute, or part of the immersion or just a fun way to taunt their ever-dwindling player base but this is not the first thread asking this question.

As others said, gotta talk to the NPC in the harbor. This is explained on the preorder webpage in the text at the bottom of the page.

Items are not auto delivered in this expansion or Saltmarsh as they were in previous expansions. It's a new thing they're doing with expansions going forward. They're doing it this way now to save people inventory space.

We are moving away from the requirement to log into a character to get stuff related to expansion purchases, and have largely avoided it in recent expansions, so players can expect to no longer need to do that unless indicated going forward. While there is confusion either way, it is a much better system to let a player decide when and where to get their stuff by speaking to the NPC.

I (and from comments in the forums) most others generally like the idea, however 2 suggestions.

    1. After making a purchase of an expansion, when a player logs in they should get a message directing them to the NCP who will give them more information (Zalnathe in the Harbor for example).

    2. When the NPC is not in one of the main Stormreach areas, put a second copy of them in one of the main Stormreach areas with directions to the new area. For example Garthalmor is in the Snapping Line Inn. Put a copy of him in the Harbor (on the pier near the Grove entrance) where he says "Please meet me again in the Snapping Line Inn. To get there go to the Gatekeeper's Grove and speak to Val Arkalamnash."

As this becomes more an more common as time goes on a better solution might be to just have a single npc in the hall of heroes that ask you "What expansion would you like to claim items for?" then just gives you a list that gets updated over time.

Giving the player multiple paths to success is likely best. Having the NPC in all these places would be good
    - A main stormreach area
    - Ebberon Hall of Heroes
    - FR Hall of Heroes
    - The expansion's public area

Definitely, there should be some in-game message directing you where to go.
Might be something in the mail box, might be a postcard in their invintory that, when consumed, gives a compaign objective to go talk to the person.
That's not lag, it's just DDO trying to become turn-based again.

A suggestion to help reduce confusion is to send the first character logging in after purchase an in-game mail that says to claim your stuff go talk to *NPC in this *Area. I think that would be better than just wondering what do I need to do to get my items.
