For Caster Levels is the Combat Log wrong?

I have a lvl 30 Tiefling pure Fire Savant, for Fire Bolt the Combat Log says I'm casting it at level 32, but that's not what my math shows:
Base Caster Level 10
FS Enhancements to Max 2
Epic Level MAX 5

Actual Maximum Caster Level 17

When I reset my Enhancements the Combat Log still said I'm casting it at level 25, what's going on here?

Sadly it is not accurate for damage dice - you need to rely on your own testing.

It may be accurate for determining overcoming spell resistance though.

Combat log tells you 'potential' caster level. Max caster level is never shown; welcome to fun world of having to do pocket math for every spell to figure things out. You can't ever cast above what's shown in the combat log but odds quite good that many spells will be MCL capped well below that displayed CL level.
