Handaxes (or light picks) are for bard / barbarian or bard / fighter builds which can stack crit bonuses from Swashbuckling + Focused Wrath or Swashbuckling + Strike with No Thought, respectively. But OP was asking about pure bards so the options are more limited if they're looking for a weapon with a competitive edge.
