Settings lost every log in

Haven't reinstalled or changed any software. Click the same link I have been using.

Game asks if I want to install the high res graphics (already installed)
Hit yes and game immediately launches.
Username is empty have to type it in every time.
Server history of when i logged in is gone.
Select server and hit play.
Have to agree to EULA and TOS.
Get message that I can run directx 11, click yes
Intro movie plays.
Game launches in 1920x1080 full screen.
Select to 2560x1440 windowed full screen
Game launches and plays fine
If I log out and back in get to do the whole mess over again.

How do I change the path to where it stores my userprefernces.ini? appears to be having a synch issue with onedrive

Rebooted machine and the onedrive issue cleared seems to have resolved it.
