Default Why dont we have new Metamagic Feat

There's lot of discuss of "How can caster(like wizard) go through monster's elemental immunity"
But I thought there was always have solution in DND games.

Thinking about a Metamagic feat like

SEARING SPELL [Metamagic] in dnd 3.5 Sandstorm book.
Your fire spells are so hot that they can damage creatures that normally have resistance or immunity to fire.

    Prerequisite
    Benefit
A searing spell is so hot that it ignores the resistance to fire of creatures affected by the spell, and affected creatures with immunity to fire still take half damage. This feat can be applied only to spells with the fire descriptor. Creatures with the cold subtype take double damage from a searing spell. Creatures affected by a searing spell are still entitled to whatever saving throw the spell normally allows. A searing spell uses up a spell slot one level higher than the spell's actual level.

    Write in DDO's txt
    SEARING SPELL [Metamagic]
While this metamagic feat is active, a fire spells can ignores the resistance to fire of creatures affected by the spell, and affected creatures with immunity to fire still take half damage, but they consume 5 additional spell points.

    and another Metamagic feat like
    Energy Substitution
    ( Complete Arcane, p. 79)

You can modify an energy-based spell to use another type of energy instead.
    Benefit
Choose one type of energy (acid, cold, electricity, or fire). You can then modify any spell with an energy descriptor to use the chosen type of energy instead. An energy substituted spell uses a spell slot of the spell's normal level. The spell's descriptor changes to the new energy type—for example, a fireball composed of cold energy is an evocation [cold] spell.

    Write with ddo txt
    Energy Substitution [Fire]
While this metamagic feat is active, your energy-based(acid, cold, electricity, or fire) spells will make fire damage instead theirs original damage type, but they consume 2 additional spell points. (like Eschew Material)

that means we can have Chain Lightning [fire] or Fire wall [acid]
I thought it's really interesting and solve all the elemental immunity Question

That is one of the drawbacks of casters. They can be absurdly powerful at high levels, but they have to make a choice...What to specialize in? It's very similar to how a melee has to choose what type of weapon they bring along (piercing/slashing/bludgeoning). When you specialize, you are (or, at least, can be) the best at one type of combat and should not be able to be the best at all of them.

as a note energy substitution is not a - 'Pick at time of casting' what energy, it is a 'Pick at time of taking the feat' what energy.

Energy Substitution is a feat I could get behind being added

The other is Practiced Spell Caster
