Feline Agility: After standing still for 6 seconds, when you move again you gain a +20% Action Boost bonus to Movement Speed for 6 seconds.

It is very situational... but what bothers me most is that I cannot understand why it is NOT a RACIAL boost to Movement Speed.

I would prefer to see:
- standing still time required reduced to something more like 3 seconds
- racial boost to movement speed [stacks with everything]

EDIT... my bad, just read the U54 racial tree and reduction of standing still time is a tier 3 option!
